UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Under its Strategic Note 2018-2022, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Political Empowerment and Leadership;
  • Women’s Economic Empowerment;
  • Ending Violence against Women;
  • Gender and Protection in Humanitarian Action and Disaster Risk Reduction.

Ending Violence against women:

The Pacific has some of the world’s highest reported rates of violence against women, with studies showing that up to 68% of women are affected.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services. ?

UN Women’s EVAW programme is implemented under the Pacific Partnership to End Violence Against Women and Girls (hereafter referred to as ‘Pacific Partnership’), a new, four and a half year programme which brings together governments, civil society organizations, communities and other partners to change the social norms that allow violence against women and girls to continue; to ensure survivors have access to quality response services; and to support national and regional institutions to meet their commitments to gender equality and prevention of violence against women and girls. The Pacific Partnership is funded primarily by the European Union (EU) with targeted support from the Australian Government and UN Women supporting directly UN Women’s programmatic interventions under the programme.

Reporting to the EVAW Programme Manager at UN Women, the Technical Specialist, Service Delivery, exercises overall responsibility for planning and implementing UN Women’s portfolio to strengthen VAWG services, with an emphasis on the social service sector and coordination and governance of multisectoral service delivery. This includes providing direct technical support and advice to partners and stakeholders in the region.? She/he works in close collaboration with the programme and operations team, civil society and government partners, UN Women HQ staff, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the Pacific Partnerships overall action.

Provide technical input on policy driven programme processes and interventions to prevent violence against women and girls:

  • Provide technical support on ?VAWG response/service delivery for UN Women’s EVAW Programme, providing technical advisory services and substantive advice on policy and programme development based on knowledge of good practices and evidence-based approaches;
  • Develop programme/project proposals, initiatives and interventions on VAWG response, with an emphasis on social service sector and overall coordination and governance of services.?
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to essential VAWG multisector services.
  • Provide technical inputs to and support periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on intervention and programme design, as necessary;
  • Monitor trends and issues related to the VAWG service delivery response.

Provide technical assistance and capacity development support to partners implementing services for survivors of VAWG, especially in the social service sector and overall multisectoral, survivor centered approach:

  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies through direct involvement and provision of advanced technical assistance and advisory services;
  • Identify capacity building needs of partners and develop corresponding mentoring, training and capacity development initiatives for partners;
  • Provide technical inputs to the development of service delivery approaches with programme partners that endeavour to reach every woman and girl, including specialised services for the lesbian, bisexual, transgendered and intersex identified women; women and girls with disabilities, and service delivery models for reaching women and girls living in remote, rural locations. ?
  • Provide technical and coordination support in the establishment and development of service delivery protocols and national action plans and strategies on service delivery, in partnership with government and non-government partners.

Oversee the implementation of the response to VAWG programme and policy interventions:

  • Provide technical inputs to the development of components of the annual and operational work plans addressing strengthening access to quality multisectoral services;
  • Oversee, monitor and assure quality control in the substantive implementation of the VAWG response interventions under the program;
  • Supervise the national essential service coordinators as required;
  • Draft corporate and donor report sections directly dealing with VAWG response policy, coordination and programming;
  • Provide technical support in the overall regional, and national, strategies to strengthen a coordinated multisector response to strengthen the quality and access of VAWG services.

Build partnerships:

  • Build, and maintain relationships with national, regional and global partners to support technical implementation and expansion of the programme.

Provide technical support to advocacy, knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to the VAWG service delivery;
  • Represent UN Women in meetings and policy dialogues on issues related to VAWG service delivery as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on VAWG service delivery.

  • Timely and quality inputs to programme design, implementation and technical support;

  • Strong knowledge of VAWG counselling and psychosocial support; standard operating procedures and development of referral pathways for a multisector response, and overall best practice in VAWG response and service delivery;

  • Ability to identify and analyze trends, opportunities and threats to fundraising and develop strategies;
  • Ability to provide technical support and advice and lead capacity development initiatives for a variety of stakeholders;
  • Demonstrated technical expertise in VAWG response, a survivor centered approach, and counselling and social services for survivors.

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of programmes that specifically address strengthening a multisector service delivery approach for survivors of gender based violence;
  • Demonstrated experience in designing and implementing capacity development initiatives and providing technical advisory support to a variety of partners;
  • Experience working in the UN System is an asset;
  • Experience with developing national SOPs, referral pathways an asset;
  • Experience working in GBV in emergencies is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
