UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Under its Strategic Note 2018-2022, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Political Empowerment and Leadership;
  • Women’s Economic Empowerment;
  • Ending Violence against Women;
  • Gender and Protection in Humanitarian Action and Disaster Risk Reduction.

Ending Violence against women:

The Pacific has some of the world’s highest reported rates of violence against women, with studies showing that up to 68% of women are affected.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services.

UN Women’s EVAW programme is implemented under the Pacific Partnership to End Violence Against Women and Girls (hereafter referred to as ‘Pacific Partnership’), a new, four and a half year programme which brings together governments, civil society organizations, communities and other partners to change the social norms that allow violence against women and girls to continue; to ensure survivors have access to quality response services; and to support national and regional institutions to meet their commitments to gender equality and prevention of violence against women and girls. The Pacific Partnership is funded primarily by the European Union (EU) with targeted support from the Australian Government and UN Women supporting directly UN Women’s programmatic interventions under the programme.

Reporting to the EVAW Programme Manager at UN Women, the Technical Specialist exercises overall responsibility for planning and implementing UN Women’s portfolio on prevention of VAWG including providing direct technical support and advice to partners and stakeholders in the region. She/he works in close collaboration with the programme and operations team, civil society and government partners, UN Women HQ staff, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the Pacific Partnerships overall action.

Provide substantive technical input on policy driven programme processes and interventions to prevent violence against women and girls:

  • Serve as the main expert on VAWG prevention for UN Women’s EVAW Programme, providing technical advisory services and substantive advice on policy and programme development based on knowledge of good practices and evidence-based approaches;
  • Provide substantive advice and guidance to partners;
  • Design and formulate programme/project proposals, initiatives and interventions on primary prevention of VAWG.
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to primary prevention of VAWG.
  • Provide technical inputs to and support periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on intervention and programme design, as necessary;
  • Monitor trends and issues related to the prevention of VAWG;
  • Develop knowledge products and policy briefs as required.

Provide technical assistance and capacity development support to partners implementing primary prevention of VAWG:

  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies through direct involvement and provision of advanced technical assistance and advisory services;
  • Identify capacity building needs of partners and develop, implement and oversee corresponding mentoring, training and capacity development initiatives for partners;
  • Provide partners with advanced technical assistance, training and capacity development initiatives;
  • Provide technical inputs to the adaptation and review of primary prevention of violence interventions from program partners;
  • Provide technical support in the establishment and development of National Primary Prevention of VAWG strategies in partnership with UN Women’s partners;
  • Provide technical and coordination support in the development of new mechanisms to facilitate cross regional technical support and a community of practice around primary prevention of violence.

Manage the implementation of the prevention programme interventions:

  • Provide substantive inputs to the development of components of the annual and operational work plans dealing with prevention of VAWG;
  • Oversee, monitor and assure quality control in the substantive implementation of the VAWG prevention interventions under the program;
  • Supervise the national prevention coordinators;
  • Draft corporate and donor report sections directly dealing with prevention of VAWG programming;
  • Support the overall research and evaluation plan and portfolio for the prevention programme;
  • Finalize reports or provide substantive inputs to reports as required.

Build partnerships:

  • Build, manage, and expand relationships with national, regional and global partners to support technical implementation and expansion of the programme.

Lead research, advocacy, and knowledge building on prevention of VAWG:

  • Manage the coordination and implementation of the prevention research portfolio under the programme, including the development of research workplans, management of the relationship with and between the research partners and prevention implementation partners, and management of the budget for prevention research;
  • Develop and review background documents, briefs and presentations related to the prevention of VAWG;
  • Represent UN Women in meetings and policy dialogues on issues related to prevention of VAWG as necessary;
  • Develop advocacy strategies and manage their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on prevention of VAWG.

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of prevention of violence against women and girls (PVAWG) projects;
  • Demonstrated experience in directly designing and implementing capacity development initiatives and providing technical advisory support to a variety of partners;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset;
  • Experience with SASA! Is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.
