UN Women is requesting proposals that contribute to the prevention of violent extremism by promoting women’s positive role and engagement in this area, and raising awareness and capacities to respond to violent radicalization through the engagement of youth, professors and parents at Jordanian Universities, as well as the engagement with religious leaders, including female religious preachers, the Wa’edaat.
Specifically, UN Women is looking for proposals that raise awareness and build capacity to recognize and react to radicalization and incidents of violent extremism among students, parents, professors and staff of three areas with universities, in Zarqa, Ma’an, and Irbid, with special emphasis on capacity building among female students, professors and mothers. The work should include a range of activities, including targeted workshops, trainings and conferences; the design of locally contextualized awareness-raising tools on PVE on Jordanian campuses; engagement with university and local media (such as radios, newspapers, social media); engagement with university clubs, associations and networks; dedicated workshops and capacity building with selected religious leaders, including female preachers, Wa’edaat, and engaging them in PVE programming at campuses.
Proposals should respond to the following outputs:
Outcome 1. University students, their parents, professors and university staff have increased awareness of indicators and warning signs of radicalization that could lead to violent extremism in their community – and are empowered to address and prevent this.
Indicative activities
• Organise university-wide dialogue spaces, including lectures and conferences, for students, parents, professors and university staff on violent radicalization, indicators of violent radicalization and tools for prevention.
• Organise workshops and trainings for female students, professors and staff (separately where needed) to empower them to be actors of PVE, including through recognizing and addressing signs of radicalization among their peers and family.
• Promote community space and dialogue for mothers of university students to discuss challenges of radical extremism and build their capacity to be actors of PVE, including through recognizing and addressing signs of radicalization in their children and their community.
• Create a network of PVE leaders and train volunteers on campus, especially female volunteers, on how to communicate about PVE to make them “focal points” or peer counsellors for other students who want to find out more about radicalization and PVE.
• Create university based safe spaces for those in search of confidential groups and discussion forums on combatting and addressing violent extremism.
Outcome 2. University radios, clubs, newspapers and other communication channels promote positive messages of peace and community cohesion, and highlight women’s roles as agents of PVE.
Indicative activities

• Engage with university networks and associations, including arts and sports clubs, to create campaigns and activities (such as theatre skits) raising awareness on issues of violent radicalization and its impact on communities and families.
• Engage with university radios, newspapers and other local media channels (including social media, to spread positive messages on PVE, the negative impact of violent extremism, the roles of women as agents of PVE, and gender-specific indicators of violent extremism.
• Design visual tools, such as banners, posters, comics etc. to raise awareness about PVE – and include in them women as agents of PVE – on university campuses, using and building on existing materials whenever possible.
Outcome 3. Relevant networks of official and informal religious leaders, in particular female preachers (Wa’edaat) are active in supporting and engaging with the universities on PVE.
Indicative activities
• Identify and train official and informal female and male preachers and religious leaders on indicators of violent extremism and engaging youth in PVE, including training on communicating and listening to the youth.
• Support religious leaders and preachers to reach out to their communities with positive messages against violent extremism and promoting women’s role in PVE, and to support established community spaces to enable safe and constructive dialogue on PVE.
• Include Wa’edaat and other religious leaders in awareness-raising and capacity-building activities at Jordanian universities.
TIMEFRAME
The timeframe for the services will be 12 months.
The initial phase of the service is expected to fall during the school vacation and Ramadan period. This should be included in the proposals and the planning of the activities, with preparatory activities, such as liaising with universities, obtaining necessary authorizations, and outcome 3 activities possibly carried out in the first phase, and followed by other activities after the beginning of the university year. The possibility of organizing some of the awareness activities during the Ramadan period should be explored.
