Summary of Principal Responsibilities

The China Country Representative is a key member of the Asia Leadership Team (ALT), based in the Beijing office and responsible for running and managing the Business and Peace Program and other China-related work. These responsibilities include supporting AFSC’s DPRK (North Korea) focused office in Dalian, China as appropriate, and ensuring compliance with Chinese registration regulations and other administrative responsibilities. As a member of the ALT, the China Country Representative provides strategic and creative support to AFSC’s broader work in the Asia Region, in addition to the immediate management responsibilities.

The China Country Representative serves as official representative of the AFSC, managing contacts in China, Cambodia and Myanmar, with government ministries, UN agencies, local and international NGOs. The Business and Peace Program works between business, civil society, government and community stakeholders to enhance the contributions of investment projects to peace, and reduce the risk of conflict. The program presently operates in China, Cambodia and Myanmar. The China Country Representative is responsible for the strategic development and direction of the program as well as its day to day implementation, and the management of program staff in Cambodia, China and Myanmar (one coordinator in each location when full complement in place) as well as occasional interns, fellows and consultants.

The China Country Representative engages with the ALT and supports the Regional Director with regional responsibilities, in alignment with AFSC strategies and frameworks and organizational goals.

Essential Functions/Responsibilities: The key responsibilities of the China Country Representative include the following:

Country Representative Responsibilities

  1. Serve as official representative of the AFSC; manage contacts in China, Cambodia and Myanmar, with government ministries, UN agencies, local and international NGOs, company representatives and Chambers of Commerce as appropriate
  2. Follow all matters of compliance in-country and take the lead on the registration process of AFSC’s Beijing and Dalian offices in China.
  3. Raise any issues of non-compliance with the Regional Director and colleagues in Philadelphia for discussion.
  4. Take the lead in convening strategic discussions about the AFSC presence in China, the direction of work, discussions around the possibility of streamlining the AFSC operations in China.
  5. Engage with the Global Quaker International Affairs Representative (Global QIAR), and other QIARS as relevant, on Business and Peace issues, and other China related issues.
  6. Work closely with AFSC’s Public Education and Advocacy Coordinator, based in Washington DC, on promoting positive engagement between China and the US.
  7. Support the development of country and regional security plans, as requested.
  8. Give support, and sometimes lead on programmatic, regional, global and relevant thematic Dialogue and Exchange programs.

Program Planning and Direction

  1. Give strategic direction and oversight to the Business and Peace Program, maintaining a high quality of programmatic work, and good relationships with partners and donors in the three countries in which the program operates.
  2. Monitor and report on the program as required by the AFSC and donors.
  3. Ensure the work contributes towards the documented goals of the program and that the work is measurable against the indicators. Oversee and shape program work including research outputs and direct engagement with company and community groups.
  4. Participate in region-wide program plan development, assisting the Regional Director in working with staff to ensure all projects and programs are of high quality and effective, and are focused on the mission, goals and objectives of the AFSC.
  5. Encourage and facilitate intra and inter-regional program collaboration aimed at higher-level program impact and increased competitiveness for grants and other financial support.

Staff Management, Development and Support

  1. Supervise program and administrative staff, as assigned.
  2. Cultivate a work environment that attracts and maintains a diverse and highly motivated staff
  3. Promote teamwork, common purpose, and continuous professional growth.
  4. Assist the Regional Director in ensuring effective regional staff hiring, orientation and training.
  5. Ensure that staff members under direct supervision follow all the AFSC policies and procedures, with a commitment and embodiment of Quaker values.

Financial Management

  1. Take full responsibility for the management of the regional China-related budget. As assigned, prepare draft grant budgets and annual budgets as part of the program planning process; monitor grant and larger program budgets, and recommend necessary action to meet budget requirements.
  2. Assist in ensuring regional compliance with the AFSC financial policies, procedures, and directives.
  3. Assist in ensuring good stewardship of the AFSC resources.

Fundraising

  1. Collaborate with the Regional Director and Development staff to develop and implement fund-raising strategies, plans and fundraising goals for China related work and collaborative AFSC funding applications.
  2. Support regional efforts to secure grant funding and collaborate, as assigned, in donor identification, cultivation and solicitations.
  3. Take the lead in ensuring compliance with organizational grant guidelines and standards, taking on relevant grant management responsibilities.

Outreach and Communications

  1. Assist the Regional Director in ensuring that public communications originating from staff and volunteers in the region, including web and social media, are accurate and in accordance with the AFSC policies and procedures.
  2. Improve the Asia Region’s AFSC web presence in relation to the work under the China Country Representative, including the management of the Business and Peace Program webpage, support submission of articles and other media to raise the profile of the AFSC’s work in the region, share the AFSC Asia’s work with colleagues internally, support the development of a contacts database for the Asia Region, in collaboration with the AFSC Communications and IT departments in Philadelphia.

Minimum Qualifications

Education: BA in non-profit management, social science or related field required. MA Preferred.

Experience:

  1. Minimum five years of management experience, including supervising professional staff.
  2. Demonstrated experience managing in the non-profit sector and prior experience with an international organization working in more than one country.
  3. Demonstrated leadership experience in program and budget development and management.
  4. Demonstrated experience in staff and team supervision and development, including use of coaching and mentoring techniques.
  5. Experience in peace practice; experience in informal/quiet diplomacy, conflict analysis, conflict resolution and transformation, mediation, and multi-party dialogue.
  6. Three years living and working experience in China, Cambodia or Myanmar highly desirable, with a preference for China.

Other Required Skills and Abilities:

  1. Commitment to Quaker values and testimonies. Understanding of and compatibility with the principles and philosophy of the American Friends Service Committee including non-violence and the belief in the intrinsic worth of every individual.
  2. Understanding of and commitment to the principles, concerns, and considerations of the AFSC regarding issues of race, class, nationality, religion, age, gender and sexual orientation, and disabilities. Demonstrated ability to work and communicate with a diversity of colleagues and partners.
  3. Demonstrated knowledge of Asia’s political and socio-economic history. Understanding of the causes of conflict and divisive issues in focus countries in Asia.
  4. Strong grasp of the impacts of Chinese investments on Asia’s least developed countries.
  5. Excellent, fluent oral and written communications skills in English and Chinese. Facility for public speaking, organizing events and producing materials for publication for diverse audiences in least-developed countries, China, North America and Europe.
  6. Experience in strategic thinking, program planning and implementation. Ability to work independently in an unstructured setting yet within a framework of careful communication, consultation, and decision-making.
  7. Demonstrated ability to connect with diverse audiences and to influence situations using tact and diplomacy; ability to persuade and motivate others.
  8. Strong interpersonal skills, with knowledge of and experience in using consultative decision-making processes; experience working under pressure and adapting to changing situations and priorities.
  9. Experience working collaboratively with individuals, groups and organizations.
  10. Ability to travel frequently between Cambodia, Myanmar and China, able to cope in situations of high risk and to comply with security measures and policies.
  11. Flexibility to work some weekends.
  12. Excellent computer skills.
  13. Initiative, creativity and energy

Compensation: Salary Range starts at $62,265 – Exempt – AFSC provides a comprehensive salary which includes a country differential and savings (available for assignments of at least six months). For appointees with children, reasonable school costs are also covered, and each child is eligible for savings allowance. Note: country differential and school costs only apply to staff who are living in a country that is not their home country. Benefits and insurances provided by AFSC are dental care, group life insurance, health, short and long-term disability, accident, and high-risk insurances. Emergency evacuation and business travel insurances are also provided.
