UNWOMEN will recruit a national technical consultant to draft training curriculums and support UN Women in the training of the Village Mediation Unit (VMU) on Violence against Women (VAW) issues in Lao PDR.
The specific tasks include:
Compile data on existing legislations and policies and lessons learnt from existing studies on violence against women (VAW), particularly in the context of Lao PDR;
Analyse data collected using agreed upon conceptual framework and methodology in line with the overall component of the EVAW programmes;
Develop an effective and gender responsive training methodology on VAW by primary data collection, engagement with stakeholders and further studies and analysis;
Draft training curriculums based on the compiled data, observation and analyses in consideration of various targeted groups (by visit to VMU if necessary);
Provide technical inputs to preparation for the training
The consultant will be working from home (based in Vientiane Capital) and will be required to visit UNWOMEN Lao PDR Office on a regular basis (subject to an agreement between the consultant and UNWOMEN Lao PDR) and the office of the partner organizations (within Vientiane Capital) for technical consultation and discussion. Costs between the consultant’s home location and UNWOMEN Lao PDR or any other partner organizations within Vientiane Capital will not be reimbursed as the consultant should be based in Vientiane Capital. In case of the consultant’s visit to the Village Mediation Units, costs between the consultant’s home location and the Village Mediation Units will be reimbursed by UN Women and DSA will be provided for the relevant dates. The contract will commence tentatively on 1 February 2017 and will conclude on 30 April 2017.
Required qualification
Master’s degree or higher in Law, Gender studies, Political Sciences, human rights or a relevant field.
At least 5 years of experience in designing a curriculum or project/programme development;
Expertise in a broad range of gender issues in Lao PDR or developing countries, including gender-based violence, gender equality and women’s empowerment is preferred;
Experienced in working with the UN or other international development organisations is preferred;
Demonstrated working and/or research experience in the field of gender is preferred;
Extensive knowledge of Lao PDR, especially in terms of gender and cultural and legal practices is preferred;
Up-to-date understanding of the legal/policy context in VAW in Lao PDR is preferred;
Strong analytical thinking and strategic planning skills, facilitation, and communication;
Strong command of English and Lao – both oral and written
