Somalia: Calls for Proposals to Conduct Awareness, provide services and coordinate to promote Women’s Access to Justice in Somaliland

A.BACKGROUND

Grounded in the vision of equality and enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls, empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of national priorities and efforts, building effective partnerships with government, civil society and other relevant actors.

The women’s access to justice initiative is part of the Somalia Joint Rule of Law Programme, designed to support the Federal Government of Somalia (FGS) in achieving the Somali Compact Peace-building and State-building Goals (PSGs) 2 Security (Policing component) and 3 Justice. The programme is founded on the Somalia Rule of Law Programme Priorities which were developed by the PSG 2 and 3 Working Groups and endorsed by the Somali Development and Reconstruction Facility (SDRF) Steering Committee on 31 August 2014.

B.JUSTIFICATION

Violence against women and girls is a global phenomenon with every 3^rd women experiencing violence in her lifetime. Efforts to end violence against women must be holistic including the strengthening of access to justice, changing mindsets through campaigning and lobbying, working with communities as well as the provision of services for women and girl survivors.

C.PROJECT FOCUS

Within this framework, UN Women is seeking to partner with qualified and experienced Civil Society Organizations in Somaliland to develop and implement (1) Women’s Rights awareness campaigns and/or (2) community outreach projects and/ or (3) to provide services for survivors by coordinating closely with justice and security services as well as communities in Somaliland. All campaigns must be based on a human rights and no-harm approach.

D.PROJECT OBJECTIVES

The project aims to

(1) increase the awareness of women’s rights in Somalia among the general population (in civil, criminal and family matters);

(2) increase community support for women and girl victim of discrimination including violence;

(3) increase women and girls knowledge of legal avenues available, support systems and protection measures.

E.SCOPE OF WORK/ACTIVITIES

The successful organisation/ network is expected to develop a sound projects and/ or awareness campaign on women rights with specific focus on justice, security and protection.

The successful organisation will implement the project/campaign and monitor the target group to establish the impact of the initiative.

The CSO / network will develop an impact report at the end of the campaign, analysing the short term impact and provide recommendation on how to continue and strengthen women’s access to justice and protection.

F.ACTIVITY TARGET GROUP

The project will be implemented in the following areas:

a. Somaliland.

The women’s rights campaign shall include at least one, but preferable a number of the following target groups:

· Women and girls;

· Marginalised women and girls;

· Men as agents of change;

· Families, communities, community leaders;

· Policy and decision makers;

· Services providers (including justice, security and protection services).

G.DELIVERABLES

1. Finalised project document and/ or awareness campaign and implementation plan including a copy of awareness raising material developed.

2. A monitoring and evaluation plan for the measurement of the short term impact.

3. A final report including an analysis of the short term impact and recommendation for further campaigns.

H.EXPECTED OUTCOMES AND OUTPUTS

Outcome: Increased awareness and available services in relation to women access to justice.

Outputs: (i) Increase awareness, provide services and coordinate with justice and security providers for the benefit of targeted community groups on how to pursuit justice and/or promote women access to justice, security and protection.

I.DURATION OF ASSIGNMENT

TIMEFRAME: December 2016 – October 2017

WHO CAN APPLY: Proposals can be submitted by a registered organization, or jointly by two or more registered organizations of any of the following categories: (a) Non-governmental organizations or (b) associations/ networks.
