1.Background andrationale

1.1GeneralContext

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) was established by the UN General Assembly in 2010, to accelerate the process of progress in women's rights. UN Women’s multi-country office for the Maghreb region covers Morocco, Algeria and Tunisia and has a number of partnerships with national institutions, civil society organizations, United Nations agencies, as well as bilateral and multilateral cooperation organizations to work in the areas of:

  • Leadership and political participation of women;

  • Economic empowerment of women;

  • Ending violence against women (VAW) and girls;

  • Planning and gender sensitive budgeting;

  • Implementation of international standards and intergovernmental processes relating to gender equality.

In Algeria, UN Women is developing a cooperation program with the Algerian government, entitled "Enhancing the effectiveness of equal rights between women and men". This program aims to support the institutional and civil society dynamics for the defense and promotion of women’s rights in Algeria, in favor of an effective equality between women and men. It focuses on three areas of intervention:

  • Political empowerment of women,

  • Fighting violence against women;

  • Dissemination of gender equality values.

1.2 Specific context and justification

This consultation comes at a time of political will to implement Algeria’s international commitments on gender equality, especially regarding women's political participation and leadership.

The Algerian Constitution provides gender equality before the law (article 29 and 31). However, inequalities still persist, partly because of socio-cultural resistance, attitudes, behaviors and gender stereotypes, which have limited the role and representation of women in politics.

Thus, in this area of ​​political participation of women, tremendous efforts have been made in recent years. The constitutional reform of 2008, states in Article 31 bis: "The state is working to promote women's political rights by increasing their chances of access to representation in elected assemblies. "; A few years later, an organic law to increase women's representation in elected assemblies was promulgated on 12 January 2012, and allowed the introduction of a quota in all elections.

This law is also part of the implementation of Article 4 of CEDAW, promoting the adoption of temporary special measures, had a significant impact on elected assemblies’ structure. Today, there are:

  • 146 women Parliamentarians (Lower House), against 30 women in the previous assembly 2007-2011;

  • 4120 women elected to the Local Popular Assemblies (APC), of which 10 are presidents of their assembly;

  • 595 women elected to the Popular Assemblies of wilayas (APW).

This significant increase in the number of elected women has allowed Algeria to hold a female representation rate of 31.6% in the Parliament and 18.8% in local elected assemblies, ranking the country, along with Tunisia, at the forefront of women’s representation in elected assemblies in the MENA region, and among the top 30 worldwide.

Over the past five years, several cooperation programs have targeted parliamentarians and local elected women to enhance their skills in various fields. This took form of training sessions, workshops, conferences, national and international seminars.

In 2017, new elections of the Parliament (Lower House) and local elected assemblies must take place (Beginning of 2017 for the first, and at the end of 2017 for the latter).

This program aims to support initiatives to maintain this level of women’s political representation. UN Women, in partnership with the Ministry of Interior (MoI), would like to develop an initiative in this direction. It aims to support current local elected women wishing to represent in the forthcoming elections, in order to increase their chances of being reelected, through strengthening their skills in campaign management.

Thus, UN Women launches this call for consultation for the recruitment of an International expert that will be responsible for conducting this training in campaign management.

2.Purpose of the mission and tasks

2.1 Outcomes

The main outcome of this consultation is to help maintain women’s political commitment.**Specific outcome**: Strengthening the capacities of lo local elected women in terms of campaign management

Expected results

At least 50% of the trained elected women are reelected for another term

2.2 Purpose of the training The training will focus on developing the skills of local elected on the following topics (non-exhaustive list):

  • Strategic campaign planning: definition of the campaign theme and development of key relevant messages

  • Campaign funding and evaluation

  • Advocacy and network construction

  • Developing communication techniques and strategies.

2.3 Target

The target audience for the consultation consists of 500 locally elected women (APC and APW) from 13 wilayas. The training will take place in 5 host wilayas and will bring together 100 elected women (by session) divided into 2 groups of 50 people (maximum).

2.4 Training duration and implementation terms

Training duration (time on task): Each session will have 16 hours spread over 2 days

Implementation terms: In each of the identified wilayas, 100 elected women will be divided into 2 groups of 50. Campaign management training will be given alternately, with another module presented by a second consultant. Thus, for each wilaya, the trainer will be mobilized for 4 days during which the two groups of 50 women will be trained.

Training period: November-December 2016 for 5 weeks (see provisional calendar)

Training location: Algiers, Tizi Ouzou, Setif, Ouargla and Oran.

Language: Arabic (preferably) or French

2.5 Tasks and responsibilities

Under the general supervision of UN Women, the consultant will perform the following tasks:

  • Submit a detailed plan of the module, including practical exercises, following a participatory approach/ methodology (case studies, role plays, etc.) meeting the objectives of the consultation;

  • Conduct the training in Arabic or French;

  • Provide participants with learning material related to the module.

  • Develop a training evaluation form;

  • Develop a consolidated final report of the training based on the above-mentioned evaluation and including realistic recommendations to contribute to promoting women's involvement in politics, and in particular, women’s participation in elected assemblies.

  • Participate in a final training evaluation meeting to present and discuss the final report to all stakeholders (MoI and UN Women)

2.6 Training duration

  • 20 days over a period of two months.

  • 1 day mission in Algiers for the final meeting evaluation.

3.Deliverables

The consultant shall submit:

1st deliverable

  • A document in Arabic or French containing: i) the methodology of the module ii) A detailed course outlines ii) the main activities and other animation tools to be used

Deadline: 12 days after the contract is signed

2nd deliverable

A consolidated course evaluation report, detailing i) the main conclusions from the training evaluations’ notes) as well as recommendations and reflections on how to enhance and maximize the benefits sought of future capacity building workshops, ii) realistic recommendations to better contribute to the objective of promoting women’s political participation in particular, at the local level and iii) manuals / key educational material/exercises provided to the beneficiaries. The report will be written in Arabic or French, and will be sent electronically.

Deadline: December 2016.**Terms of payment**

40 % on delivery of the 1st deliverable (after validation by UN Women and the MoI).

60 % on delivery of the 2nd deliverable (after validation by UN Women and the MoI).

4.Qualifications, Skills and Work Experience The consultant must hold the below qualifications and skills to ensure the best training in campaign management:

Qualifications and skills

  • Hold a university degree in: Social Sciences, Political Science, Sociology, Law; Communication or equivalent (required);

  • Have a good knowledge of the national institutional context; including the electoral system (asset);

  • Have a good knowledge of gender approach; (required)

  • Have a good knowledge in electoral systems; (required)

  • Have a perfect command of Arabic or French oral and written (required) or both (asset)

General professional experience

At least 16 years of professional experience.

Specific professional experience

At least 08 years of proven experience in the following areas:

(i) Training / support towards professionals in the area of campaign management (REQUIRED) Demonstrated experience in developing and implementing capacity building programs is essential (ii) Teaching experience at universities/ institutes or other specialized bodies, of modules related to topic of this training

The submission must include: 1 / a technical proposal including:· A brief technical note (3-5 pages, Arial 11) describing i) the proposed method, ii) an outline of the training program, taking into account the target audience (to avoid any standardized approach) and iii) tools and training materials to be used.

· An up to date and detailed CV of the consultant (including his/her photograph), with specific references to the each selection criterion, as well as the level of language proficiency - Arabic/French.

· A schedule of availability of the consultant covering the period of the training (November-December 2016).

2 / A financial offer including:

· A DETAILED financial proposal with the number of men / day estimated for this consultation; including all travel expenses, accommodation, meals during the training and the evaluation mission. This must be expressed in US dollars.
