Somalia: Consultant for Initiation of Joint Programme on Women Political Leadership and Empowerment

Background and Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women engagements globally are guided by the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Declaration and Platform for Action (PFA). The UN Security Council Resolution 1325 on Women, Peace and Security, adopted in 2000, is of particular importance for fragile states as it recognized that war impacts women differently, and reaffirmed the need to increase women’s role in decision-making with regard to conflict resolution and prevention. Six consequent additional resolutions on women, peace and security were added, together representing a critical framework for improving the situation of women in fragile and conflict affected countries. Also, the Sustainable Development Goals set time-bound and measurable targets to promote gender equality.

The JP WPE will deepen the ongoing efforts by Federal Government of Somalia, CSOs and UNDP, UN Women, and UNSOM to strengthen women’s political participation, decision-making and leadership role; in particular, building on and consolidating the gains made under the on-going joint programme, ‘*Strengthen Women’s Role and Participation in Peacebuildling – Towards a just, fair and peaceful Somalia’* supported by Peacebuilding Fund, by building on and strengthening these ongoing efforts at the federal and state levels.

Over the next four years, the JP WPE aims to achieve the following three outcomes:

(1) Federal and state level policy, legal, planning and programming frameworks and arrangements are gender inclusive and responsive.

(2) Enhanced representation and participation by women in political and public policy making processes to sustain and consolidate peace

(3) Enhanced capacity of Federal and state level gender machineries; in particular, their leadership and oversight role, policy making capability, advocacy and negotiation skills to inform and influence the Peacebuilding and Statebuilding processes at Federal and State levels.;

The JP WPE directly supports the commitments undertaken by the FGS under PSG1 of the New Deal Compact with particular emphasis on improved participation of women in politics and decision-making , the UN Integrated Strategic Framework (ISF), and the Federal Provisional Constitution and placed within the framework of the UN SCRs 1325, 1820, 1889.

The results of the JP WPE will also directly impact on the achievement of the SDGs, in particular targets under SDG 5; and across other SDGs in particular SDGs 8, 10, 16 and 17; and inform the priorities and delivery under the National Development Plan which is currently being developed. The specific SDG indicators for the JP WPE will be further identified in line with the priorities identified in the NDP and other national development framework in the course of the years.

UN Women will recruit a consultant to help in the start-up phase of the JP WPE. The consultant will work under the overall supervision of the UN Women Programme Manager, and in close coordination with project staff in UNDP and UNSOM.

Purpose and Objective

The purpose of the consultancy is to facilitate and ensure a solid start-up of the programme responding to the requirements of the JP WPE, MPTF and commitments made between DFID and MPTF. The objective is to ensure that the set-up of the management structures, reporting arrangements, inter-agency/donor/partner working arrangements are put in place, and that a detailed workplan is developed.

Scope of Work and Responsibilities

The scope of work will be:

  • Establish the UN Women secretariat functions in Mogadishu
  • Establish the Management Arrangements as per the Programme Document including the Programme Steering Committee, the CTAC, and the TWG
  • Work in close coordination with key partners and design an overall work plan including all year 1 activities, with details as to specific agreements/LOAs/MOU/PCAs etc for the management of activities and transfers of funds
  • Arrange and prepare the CTAC for initial discussions of the work plan
  • Arrange a PSC for approval of the work plan
  • Liaise closely with UNDP and UNSOM, MWHRD, MOIFA and DFID’s coordinator.
  • Set up reporting mechanisms, both financial and narrative
  • Co-chair the TWG with the DG of the MWHRD
  • Initiate UN Women activities as per the work plan.
  • Manage national support staff.

Deliverables

The selected consultant will be responsible to ensure the following:

  • Secretariat functions established
  • Technical Working Group established with Co-Chair mechanisms; CTAC established with clear TOR; PSC established with clear TORs
  • TWG met twice, CTAC met twice, and PSC met once
  • AWP 2016 approved by the PSC
  • LOA reviewed and if needed revised for MWHRD and MOIFA
  • Project Coordination Agreement signed with one CSO
  • Baseline established
  • Working relationship with all partners including government, civil society, UN and donor partners established and operational, including effective and regular communication
  • Clear work plan for national staff completed
  • Regular follow up of all programme activities

The consultancy will start 1 June and last until 31 August 2016. The contract will be a total of 50 working days. It will consist of two long term missions each of a minimum of 18 days to Mogadishu. The incumbent is required to complete four day SSAFE training in Nairobi at the start of the assignment.

Required Skills and Experience

  • Master’s Degree in Political Science, Development Studies, or relevant Social Sciences
  • Minimum 7 years of relevant working experience of which a minimum of 5 years with project design and management in a fragile context. Experience from project management in Somalia a significant advantage.
  • A minimum of two years leadership and management demonstrated by an ability to operate under a minimum of guidance in a complex context, and demonstrated ability to take initiative and drive forward an agenda.
  • Experience that combines programme coordination and strategic planning in the area of gender equality and women’s rights at the international level an advantage
  • Demonstrated experience working with a multiple of actors including government and civil society including support to institution capacity development and training.
  • Experience in the design and operations of monitoring systems
  • Experience working on political participation, inclusion, and empowerment required, including experience working with marginalized groups.
  • Demonstrated ability to translate programme documents into implementation, and demonstrated ability to manage projects including entering into agreements with partners, timely deliverables, and demonstrated ability to deliver timely and high quality narrative and financial reports
  • Experience working on joint programs, and experience in project management in the United Nations or major international NGO and added advantage.

Language Requirements

  • Fluency in the English language required, with strong, confident command of both written and oral English.

Computer Skills:

High level of proficiency in computer systems, internet navigation and various office applications.
