Summary of Principal Responsibilities: The Director of Safety and Security manages and directs the development, implementation, and evaluation of the AFSC-wide security and risk minimization programs that impact AFSC personnel, facilities, and programs. S/he will work across the organization to build a culture and base knowledge in which general safety and security is reflected in the workplace, the programs and activities we carry out, and the communities and partnerships we engage. Reporting to the Deputy General Secretary, this position will consult and collaborate regularly in order to facilitate growth and change.
The Director of Safety and Security, in consultation with the Human Resources and Finance Departments, will ensure that AFSC staff have safety and security-related resources, benefits, services, and support as needed and/or in accordance with duty of care best practices. The Director of Safety and Security, with the support of the Deputy General Secretary, will be responsible for leading discussions and providing information to the AFSC Security Steering Committee and providing training, guidance, and/or safety and security-related updates to AFSC’s Security Focal Points. The Director of Safety and Security is also expected to serve as the primary point of contact for any security consultants, trainers, service providers, and questions and concerns regarding safety and security from AFSC personnel.
Essential Functions/Responsibilities: The key responsibilities of the Director of Safety and Security include the following:
Strategy Development and Support
- Consults with AFSC Security Steering Committee in developing and integrating safety and security goals and strategies that would allow AFSC to be compliant with internal and industry best practices.
- Travels regularly to regions to consult and support leadership and staff on safety and security strategies of the region, as well as to identify and address plan gaps that may exist.
- Translates strategy into specific actions with clear accountability, making decisions based on best availability and due diligence, and communicating priorities and/or processes clearly and concisely.
- Works with AFSC leadership, staff, and strategic partners to manage change and to create and support transformation toward greater integration of safety and security practices into operational and program planning and activities.
Field Safety and Security Management
- Work with AFSC leadership and/or consultants to develop and implement security processes to be implemented by U.S. and international offices and programs.
- Work with key stakeholders to assess and revise current security plans, procedures, and training, as well as other documents that have a safety or security component. Communicate with regional program leadership to determine what procedures, training, and resources could increase safety and security awareness and compliance.
- Perform physical security assessments on select U.S. and international offices (based on prioritization) and make recommendations based upon findings.
- Participate in the review of building leases and provide recommendations from a safety and security perspective in order to maximize safety of staff office migrations.
- Work with Security Focal Points in the regions to monitor and update staff members on the security situation of their environments, particularly in regions where there is a high level of safety risk.
- Draft and manage an approved budget for all AFSC security-related expenses.
Emergency Response and Crisis Management
- Serve as a key member of the AFSC Crisis Management Committee that monitors and assesses information to determine whether or not the AFSC will activate a Crisis Response Plan and the level of activation required.
- Serve in a key role to help manage a crisis as assigned by the Crisis Management Committee.
- Serve as one of the organization’s first points of contact for emergency situations to coordinate a response as needed 24/7.
- Coordinate the collection and securing of key confidential information, such as staff proof of life questionnaires.
- Lead the development of emergency planning, disaster recovery, and business continuity plans and systems when needed to respond to changing security conditions and threats.
Monitoring and Reporting
- Provide advice and counsel to senior management and staff on a variety of matters relating to AFSC safety and security, including the development, maintenance and adherence to AFSC safety and security procedures and directives, staff resilience, and the utilization of security providers, equipment, and/or services.
- Serve as a key member of the AFSC Security Steering Committee, draft meeting agendas, and coordinate supporting materials for meetings.
- Serve as the primary contact for all security focal points in the regions and provide security updates, trainings, and guidance on safety and security matters.
- Design, develop, and/or implement organizational dashboard reports (i.e.: Convercent incident reporting), workforce metrics, organizational reporting and analysis to identify safety and security trends.
- Monitor and analyze security updates and incident reports and identify significant events or trends in areas where the AFSC operates.
- Assist in creating or refining tools to assess risk, threats and context with staff and recommend actions to mitigate risks.
- Provide updates on AFSC security management efforts, safety reminders, and any other security-related news to all AFSC staff via Star Café, Yammer, etc.
Information Technology (IT) and Incident Management Responsibilities
- Manage and enhance the Security Management room on Star Café so that it is an accessible and user-friendly resource for the AFSC family.
- Participate in meetings with IT to discuss IT security concerns and to stay apprised of IT incidents and decisions that could impact security management for the AFSC.
- Provide support, consultation and follow-up for all AFSC incidents.
- Provide training and support for staff using Convercent, the AFSC incident reporting system and serve as the main point of contact for the AFSC Convercent account manager.
- Regularly monitor and analyze AFSC incident trends and report back and make recommendations to appropriate leadership groups quarterly or as needed.
- Research or lead investigations of incidents as directed by the Deputy General Secretary.
Travel Risk Management Responsibilities
- Partner and collaborate with relevant, related staff and departments to enhance and update the Travel Center on Star Café so that it is an accessible and user-friendly resource for the AFSC family.
- Collaborate with AFSC staff, departments, and units to assess safety and security needs for meetings and events and provide recommendations and information as needed.
- Provide groups with safety pre-travel briefings, respond to travel safety and security questions, and support AFSC business travelers before, during, and after travel as needed.
- Respond to travel-related safety and security emergencies (see emergency response and crisis management section above).
Security Orientation and Training
- Coordinate with Human Resources to incorporate appropriate personal safety and security trainings as part of new hire orientation.
- Lead or coordinate appropriate safety and security training to staff and promote organizational best practices and duty of care.
- Responsible for continuously engaging in professional development opportunities and trainings required for the acquisition of core competencies and maintaining required knowledge and skills to perform duties.
- Oversee the process of making training and orientation resources available to all staff members via Star Café, Yammer, and any other communication methods identified by Communications/Information Technology.
Relationship Management/Development
- Serve as the main point of contact for security consultants, service providers, security focal points, and safety and staff resiliency trainers.
- Represent the AFSC at security management trainings and conferences and establish and maintain relationships with security networks, services providers and partners as appropriate.
- Actively participate in safety and security networks as a resource and learning opportunity.
- Participate when needed to advise and coordinate with staff members on security planning, changes, program activities, consultant hiring, office relocations, etc.
Minimum Qualifications
Education: Baccalaureate degree or an equivalent combination of formal education and experience required.
Experience: 4-5 years related experience. This position requires proven project management skills including research, planning, organizing, training, developing, and participating in and/or leading cross functional teams (i.e.: projects with Finance, Human Resources, Communications, Information Technology, and Development). This role requires collaboration, someone who is a team player who leads by example and with integrity, and builds credibility.
Other Required Skills and Abilities:
- Experience that includes the developing, implementing, and updating of organization-wide security procedures.
- Ability to conduct situational analyses, physical building security assessments, risk assessments, etc.
- Must be able to travel several times throughout the year to U.S. and international locations and stay in those locations for multiple weeks and be available for consultation outside office hours.
- Ability to respond quickly and effectively to any crises or emergencies throughout the organization, as needed 24/7.
- Skilled in interdisciplinary problem solving and executing good decision making during stressful situations.
- Ability to coordinate and facilitate security trainings and orientations for staff both in U.S. and international offices and to attend frequent evening and weekend meetings.
- Knowledge of emergency response protocols, risk management, domestic and international affairs, and conflict resolution desired.
- Strong communication skills with the ability to establish systems and networks, coordinate with diverse groups, and write concise and accurate reports.
- Strong leadership and communication (interpersonal, verbal, written) skills.
- Strong analytical and organizational skills with the ability to manage multiple complex tasks independently.
- Understanding of a consultative approach.
- Ability to work independently in high stress environments.
- Competency in another language other than English is desired.
