TERMS OF REFERENCE (TOR) - HARMONIZATION OF TRAINING MANUALS
The American Friends Service Committee (AFSC) is a Quaker organization that includes people of various faiths who are committed to social justice, peace, and humanitarian service. Its work is based on the Quaker belief in the worth of every person and faith in the power of love to overcome violence and injustice.
AFSC promotes nonviolent approaches to conflict resolution. As such, we seek to promote the transformation of cultural and societal norms, values, and behaviors to reject violence.
With Simplicity, Peace, Integrity, Community, Equality, and *Stewardship* as our values, AFSC works in partnership with other peace builders. Our work incorporates best practices such as Do No Harm and Reflecting on Peace Practice (RPP).
In our Somalia Program, we work in partnership with local CSOs with a goal to ensure the Youth are taking lead roles and responsibilities as citizens and agents for social change, are active in nonviolence and innovative community-based initiatives, and are contributing to building peaceful and safe communities in Somalia and the Horn of Africa. The Somali Youth Development and Livelihood Program is contributing to AFSCs’ overall Global Strategic Direction by creating opportunities for strengthening sustainable and resilient livelihood and reducing the risk of youth engagement in conflict, economic migration or joining militia groups. This is done by engaging the youth in community reconciliation and decision making through provision of access to vocational skills training, capacity building and training on peace building, leadership and social mobilization and hence reduces their vulnerability.
The Somalia Program has a vacancy for Consultancy – Harmonization of Training Modules that will entail studying each manual in detail to understand the goal and objectives of the training, the content, the methodology of delivering the content suggested, the teaching and learning resources that are to be used to support the content delivery, the learning experiences the trainees should be engaged in as envisaged by the developers of the manuals, as well as the organization of the manuals and the presentation of the content. The manuals will then be re-structured and re-organized to be all-inclusive and usable by all the six development partners.
The vocational trades include:- Electrical installation , Electronics, Motor Vehicle Mechanic, Auto-electrical, Masonry, Carpentry, Tailoring, Embroidery and cloth design, Computer, Beauty salon/Henna application, Cooking, Auxiliary nursing, Automotive-Painting, Plumbing and Entrepreneurship.
Purpose of harmonizing the manuals
The vocational skills training manuals will be harmonized to ensure that the six partners deliver the same content; trainers use similar training methods and expose trainees to similar learning experiences, and also use teaching and learning materials that respond to set standards to ensure the trainees acquire competencies that are comparable across the targeted locations. The harmonization should also ensure that the content meets international standards so that the youth are equipped with skills that would enable them to live and work in other parts of the world without feeling disadvantaged.
The consultancy will be carried out with the following activities:
- Read and analyze the vocational skills training modules being used by our partners in Somalia.
- Identify the Discrepancies existing in the different modules used for the same courses.
- Find out the requirements of the Local Authorities' requirements for the training content.
- Identify the competencies to be developed in trainees.
- Incorporate Peace-building and Leadership skills training in the curriculum.
- Look at what is widely used in Somalia by established organizations offering the same services.
- Harmonize the manuals to ensure standardization of content and quality control of training offered by the six partners.
- Designing and typesetting the manuals in readiness for printing.
- Delivering printed copies of the manuals and also submit the soft copy.
- Reporting on the progress made at each stage to American friends Services Committee.
- Come up with Harmonized and internationally accepted standardized training modules for our partner organizations use in Somalia.
Deliverables (Outputs)
a) A technical proposal with a proposed assignment framework/design and a description of the assignment team.
b) An inception report detailing the harmonization plan to be discussed and agreed upon with AFSC, Somalia.
c) Draft versions of the Training Manuals to the AFSC Somalia Country Representative for feedback and comments.
d) Facilitate a validation meeting on the basis of the draft manuals.
e) Printed and soft copies of the final version of the manuals incorporating feedback from AFSC, partners and other stakeholders.
AFSC’S RESPONSIBILITIES
AFSC will provide all the existing manuals (for Zimbabwe) and any other policy documents that may be necessary in delivering the task.
REPORTING ARRANGEMENTS
AFSC Regional Director for Africa will provide broad direction and oversight to the consultancy based on the ToR. The director will have the final say on the quality of the reports. The Associate Regional Director for Africa will manage the contract and coordinate the assignment with the help of the program officers for Somalia and will be the immediate contact person for the consultant.
REMUNERATION
To be discussed with the prospective consultant.
Qualifications
Qualifications in Education, vocational skills training or other similar areas.
Proven experience in designing and developing TVET or training manuals.
Excellent research, report writing and analytical skills.
Very good knowledge of the Somalia context.
Good public relations background.
